The 10th edition of the European Conference on Tobacco Control |

Save the date for the next ENSP European Conference on Tobacco Control (ECTC), which will take place between 22-24 October 2025 in Belgrade, Serbia. The 10th edition of the Conference will be co-organized with the Institute of Economic Sciences in Belgrade.
Understanding the economic dimensions of tobacco control is essential for developing effective public health policies. Tobacco use imposes a significant financial burden on healthcare systems, reduces productivity, and fuels social inequalities. Participating in this conference offers a unique opportunity to engage with experts, policymakers, and researchers to explore strategies for reducing tobacco-related costs, analyze fiscal policies such as taxation, and address the growing challenges of nicotine products and illicit trade.

Tobacco Economics 360°: Science, Strategy, and Social Impact |

Tobacco Economics is a specialized field that analyzes the financial aspects of tobacco production, consumption, and control policies. It examines the economic burden of tobacco use, including healthcare costs, productivity losses, and social expenses, as well as the impact of taxation, pricing policies, and regulation on reducing tobacco use.

- Health economics: Evaluating the costs of tobacco-related diseases to healthcare systems and societies.
- Fiscal policies: Studying how taxes, price increases, and subsidies affect tobacco consumption and government revenues.

We welcome abstract submissions, particularly those related to the key areas of tobacco economics addressed in this conference, as well as other relevant, cutting-edge research in tobacco prevention and cessation, policy developments, and their impact on public health. Accepted abstracts will be invited to participate in workshops and oral presentations. Participate and share your knowledge with others!

European Commission updates the Tobacco Taxation Directive |
|
|
The European Commission has proposed a significant revision of the EU’s Tobacco Taxation Directive to address growing public health concerns and adapt to the evolving tobacco market. This reform, set to apply from 2028 with a 4-year transition period, aims to support the EU’s goal of a tobacco-free generation by 2040, as outlined in Europe’s Beating Cancer Plan.
Despite past progress, smoking remains widespread (24% prevalence) and new nicotine products such as e-cigarettes and heated tobacco are gaining ground, especially among young people. The updated Directive introduces higher minimum tax rates and, for the first time, includes minimum rates for emerging products such as vapes and nicotine pouches.

The Directive also strengthens market harmonisation by reducing discrepancies in national tax rules, allowing tailored adjustments based on each Member State’s economic conditions. In addition, it introduces stronger controls on raw tobacco to combat illicit trade, which currently costs the EU €13 billion annually. The reform is projected to generate €15 billion in tax revenue and save €6 billion in health costs each year. Overall, the revision is designed to modernise tax policy, reduce health inequalities, and reinforce the integrity of the Single Market. |
