Evaluation on the legislative framework for tobacco control

Due to factors such as the rapid rise in emerging products and recent technical developments, the European Commission will evaluate the legal framework for tobacco control.

 

The evaluation will cover product regulation, advertising, promotion, and sponsorship, in the broader context of related tobacco control policies.

 

It will evaluate to what extent the framework has fulfilled its goals and whether it is able to support a ‘tobacco-free generation’ by 2040, as announced in Europe’s Beating Cancer Plan.

Have your say! Public Consultation is now open

After the feedback period held in 2022, the European Commission is asking for input from both the general public (e.g. non-experts and experts responding in an individual capacity) and organisations. The following tobacco control stakeholders are targeted:
  • Representatives of national public authorities, public health and internal market regulators, law enforcement and customs bodies;
  • EU decentralised agencies and other bodies;
  • International, transnational, national, regional and local municipal structures and other public authorities or organisations active in tobacco control;
  • Scientific experts, academic and research institutions and public health communities;
  • Standard-setting bodies and organisations, such as the International Organization for Standardization and CEN, the European standards body;
  • Non-governmental organisations (NGOs), consumer organisations and civil society;
  • Social partners, such as chambers of commerce, employers’ organisations, business organisations, trade union organisations and representatives of professions or crafts;
  • Tobacco and related products industry, including SMEs, manufacturers, distributors and retailers, as well as upstream suppliers of tobacco and related products industries.
Responses can be submitted in any official EU language between
21 February 2023 - 16 May 2023 (midnight Brussels time).
 
For reasons of transparency, organisations and businesses taking part in public consultations are asked to register in the EU’s Transparency Register.

Your involvement at the European level can be realised in various ways. Make your voice heard and participate in the collection of signatures for the European Citizens' Initiative - Tobacco-Free Environment and the First European Tobacco-Free Generation by 2030!
